An Inspiring Vision – in 1990, William Oliver conceptualized the Philippines Biodiversity Conservation Programme (PBCP) to sustain the conservation program that will assist the implementation of key priority recommendations arising from surveys and to provide technical assistance to enable the conservation of native and endemic species of the Philippines in collaboration with key stakeholders;

The development of the PBCP was also linked with the establishment of the Visayan (Philippine) Spotted Deer “World Herd” captive-breeding programme in February 1990 under the aegis of a Memorandum of Agreement between Mulhouse Zoo and DENR. The “Only in the Philippines” poster series with the Visayan Spotted Deer in three languages (English, Ilocano and Cebuano) was launched in the same year.
